A key institution dedicated to advancing research in fish biology, aquaculture, marine environment, and the ecology of endangered species, The Marine Biology Research Centre (MBRC) in Libya, sought to improve the financial oversight of its vital activities. Recognising the importance of ensuring that public funds are used efficiently for the betterment of society and environmental sustainability, the MBRC turned to Qabas to enhance its auditing capabilities. This initiative aimed to ensure that every resource is maximised in support of marine conservation and scientific advancement.
The Situation
MBRC operates with significant public funding to support its mission of protecting marine ecosystems. However, the effectiveness of its research and conservation activities depends not only on scientific expertise but also on robust financial management. With growing responsibilities and the need for increased transparency in managing budgets, MBRC identified a gap in its auditing capabilities. Addressing this challenge was essential to maintain the integrity of its operations, optimise expenditure, and ensure that every investment furthers its environmental objectives.
Our Approach
Qabas developed a specialised financial auditing training program aimed at empowering MBRC’s senior auditing personnel with advanced skills tailored to the public sector’s needs. The approach focused on the following areas:

The training also introduced methods to improve transparency and reduce wastage in line with MBRC’s broader goals.
- Scenario-Based Workshops: Facilitated interactive workshops simulating real-world auditing challenges, allowing participants to apply learned techniques in contexts directly relevant to their roles. These sessions also encouraged the development of proactive strategies for continuous financial improvement.
Implementation
The intensive, week-long training was delivered in a focused format, combining theoretical knowledge with hands-on applications. The two senior employees received guidance on refining existing auditing processes while learning how to introduce new layers of financial scrutiny that align with MBRC’s mission. The training was structured to be immediately actionable, allowing the participants to implement best practices into their ongoing projects.
Results
MBRC’s auditing team is now better equipped to oversee financial processes with enhanced precision and accountability. The improved auditing capabilities not only ensure that public funds are spent wisely but also reinforce the centre’s commitment to responsible management in service of the environment and society.
